I want to write a procedure which takes filename, location and operation (read or write) as input parameters, and it must be able to insert a PDF file into a table in BLOB and retrieve it whenever required. Please let me know the solution.

Oracle can store any binary files in the database. You will have to use the Binary Large Object (BLOB) datatype for storing these in a table.How you do this depends on your application development platform. This doc describes all of this in detail and gives you examples in VB, Pro*C and others.
