Why are all user objects created in system tablespace

I'm new to database software. The database running here has a problem -- all user objects are created in system tablespace. I am confused about how to solve the problem.
First, create additional tablespaces if you have not done so already. Next, give users the right to create objects in one or more of those additional tablespaces via the ALTER USER QUOTA ON (see the Oracle SQL Reference Manual for details). Finally, for each user other than SYS, issue ALTER USER DEFAULT TABLESPACE . This step will cause all user objects to be placed in the specified tablespaced unless another tablespace name is specified in the CREATE statement.
