What could be causing this slowness?

We have a set of critical queries, reports and extraction from production. Usually these items complete in a specific amount of time. But two or three times within the month, these reports and extraction get delayed by three or four hours. The strange thing is the very next day -- without doing anything -- it gets completed within the specified time. We use Statspack every 30 minutes. What could be causing this slowness?
Your best bet is to trace the execution (using DBMS_SUPPORT) of the process, so that you can see exactly where time is being spent. Using TKPROF, format the trace file, sorting results by elapsed time, and you will be able to identify the problem operations.
