Because you have not provided me with exact error messages, it's difficult for me to determine what the problem is. If you are trying to connect via SQL*Plus on the database server or from another remote machine, the Oracle listener must first be started.
The Oracle database listener can be started either from the command prompt or from the Services panel. To start the listener from the command prompt, type:
C:>lsnrctl startTo determine the status of the listener from the command prompt, type:
C:>lsnrctl statusYou can also start the listener from the Services panel. Look for a service called OracleOraDb10g_homeTNSListener (or something similar to this), right-click on the service and choose 'Start.'
It is also possible that you are providing incorrect passwords for both the SYSTEM and SCOTT accounts.
