Universal Installer not running on Windows 2000 machine

I'm installing Oracle 9i on my VIA Cyrix III 550 megahertz machine, with 128 + 64 megabytes SDRAM on Windows 2000 Professional with Service Pak 4. The problem is that Universal Installer is not running. I've installed JDK 1.1.4, Service Pak 4, and Internet Explorer 6.0, but despite all of that, the Universal Installer is still not running. How can my problem be rectified?
The Oracle Universal Installer has its own JRE on the CD-ROM. I recommend that you remove all Java software from your host and then try installing Oracle, since it appears that the installer is using the HotSpot VM which was installed on the host previously.
