The ORA-1034 error indicates that your database is not running. You will need to start it first. Go to Control Panel->Administrative Tools->Services. Scroll down the list and start the OracleSIDService service (where SID is your database identifier). This will start the database for you. If you want the database to start automatically at reboot, make sure this service is set to AUTO. You should now be able to sign on to your instance.
