Unable to install Developer 2000

I have Oracle8 installed in my system and I have made home directory c:oracle. I want to install Developer 2000 for my database but I am unable to do that; as soon as I run the setup it tells me that my home directory should be a new one and it installs all things in new directory c:orawin95. When I want to start the new database it gives the error ORA-12203.
To install the database server and the Developer 2000 product suite on the same system, you will have to install Developer 2000 first into the Oracle Home name DEFAULT_HOME. Once that is install is complete, you can then install the database server into a separate ORACLE_HOME. This is covered in Metalink note 74131.1.
