Tools for performance tuning

I have been asked to get acquainted with Oracle performance tuning tools to help administer a system with Oracle applications and a 9i database. Can you assist me with a list of tools in order of priority and your preference, which of the two they apply to, that is, Oracle applications or database, and where I can get my hands on them?
While I am sure that there are tools that are intended to help tune Oracle applications and databases, the principles of database performance optimization are consistent. The least-expensive and most easily available tools are those supplied with the Oracle 9i software: the extended trace facility supplied by the DBMS_SUPPORT package, the trace formatter TKPROF, and the various performance-related dynamic performance (V$) views.
