This error typically occurs when you are trying to connect through the Oracle Listener and your Listener is not configured for the network protocol you are using. You'll have to verify that the PROTOCOL in your TNSNAMES.ORA configuration file matches the PROTOCOL setting in your database server's LISTENER.ORA configuration file.
