I'm not quite sure what your question is. The EXTPROC process is used to run external C routines. It is still available in Oracle9i. If at all possible, it is nice to convert these external C routines to internal Java stored procedures, but that may not be possible in some situations. If your database is using external processes and you migrate it to 9i, then you should still be able to use external processes provided you have similarly configured your Oracle9i listener to handle external processes.
