Can I restrict update/delete on the SQL prompt?
The SQL prompt in SQL*Plus is not the place to restrict this type of activity. What if the user accesses the table through another application other than SQL*Plus? If the restriction were only in SQL*Plus, then the user would be able to easily bypass this.

The correct place to restrict access is by assigning appropriate object privileges. Create another account. Then grant SELECT and INSERT privileges on the table to the new account. Your end user should use this new account. They will not be able to UPDATE or DELETE from the object.
