If you sign on to the database server as a member of the 'dba' group (Unix) or 'ora_dba' group (Windows), then you should not be prompted for a password when issuing CONNECT INTERNAL. If you are prompted for a password, then set the REMOTE_LOGIN_PASSWORDFILE initialization parameter to NONE and restart your database.
Alternatively, you could rebuild the password file with the orapwd utility. You'll need to be signed on to the server with as a member of one of the groups I indicated above.
