Problems changing SYS password

Is there a way I can change or reset the SYS password? Here are the issues: When I login as SYSTEM and enter the "ALTER USER SYS IDENTIFIED BY <new_password>;" command, I get the ORA-06553 - DBMS_STANDARD is invalid - error. To recompile I need to be SYS. When I tried to login to the database as SYS, it gives me a TNS-12154: TNS service name not found. But it logs in as SYSTEM or any other DBA account.
If this is from the command line make sure that ORACLE_SID is set properly.
