First, I'd want to know why you have to rebuild indexes frequently. Periodic index rebuilds are not generally necessary. However, if you have a valid reason for doing rebuilds, such as index invalidation due to direct-path data loads, you do want to take advantage of Oracle's online rebuild capability. The performance effects should be minimal; the old index is still available for use by queries while it's being rebuilt. You should review the SQL Reference Manual for restrictions on index rebuilding.
