We are seeking to establish a new Oracle/IT training institute in our area. I have gone through lot of Oracle licensing documentation but couldn't find any information on Oracle licensing policy for educational institutes. We are looking into issues such as:
- Do we necessarily need an Oracle partnership to provide Oracle trainings?
- If so, then is it the same Oracle pricing policy for educational institutes?
- Any specific requirements to be able to conduct Oracle trainings locally?

Since licensing is a legal issue and changes regularly, this is definitely a question best left to an official Oracle representative.
What I do know is that I used to work for a company that was an Oracle Approved Education Center (OAEC) and as such provided official Oracle training courses. Of course, since we officially represented Oracle University, we were licensed to install, utilize and get support for the Oracle software needed for these courses. Without such an affiliation or partnership, my best guess is that you will have to pay normal licensing fees.
