I do not have the offline backup available with me. How can I resolve this issue?
First, I'd find out why this file is not accessible. Most times, this is an OS issue. Resolve the OS issue and then run dbverify again. It may just work and your database will open. Otherwise, restore all of your datafiles from your offline backup. If you have archived redo logs, you can roll forward your transactions since that backup.
