ORA-28547 trying to set up practice database

I am new to using an Oracle database. When I tried to create a new database in the Database Configuration Assistant (10g), I encountered a problem. It prompted me an error message: ORA-28547:Connection to server failed, probable Net8 Admin error. If I just want to create a test database in my personal computer (offline), what shall enter for the Global Database Name and Domain? Can I have the steps of how to setup a database?

For the Global Database Name, you can use anything you want like "ORCL" or "TEST". It does not matter so long as it is less than 8 characters. The Domain should match the domain of your company or be left blank.
