ORA-12699 when logging on as domain user via client

I'm encountering the error "ORA-12699: Native Service Internal Error" while connecting to the Oracle 10g database server using Oracle client. This happens when I log on as a regular domain user, but doesn't arise if I log in as administrator.

I'm encountering the following error: "ORA-12699: Native Service Internal Error." This is while connecting to the Oracle 10g database server using Oracle client. However the issue exists when I log on as a regular domain user, but doesn't arise if I log in as administrator. In fact it worked for few days in the domain user account and suddenly stopped.
This could be a permissions issue. Ensure that your domain user is in the server's local ORA_DBA group. Then see if you get the error. Otherwise, as the following suggests, you might have to contact Oracle Support for a resolution.
ORA-12699, "Native service internal error"
*Cause: An internal error occurred in the native services component.
*Action: Enable tracing to determine the exact error. Contact Oracle
    Customer Support.
