ORA-10033 error won't let me connect

I am getting the ORA-10033 error, which won't let me connect. It just says that the database is shutting down. I'm on 9i.
The ORA-01033 error indicates that the database you are trying to connect to is not open for business. There are one of two reasons. Either the database is in the process of starting, or the database is in the process of shutting down. I suspect it is probably the latter. This can be fixed by forcing the database to shut down and then starting it again. In a DOS window on your database server, issue the following commands:

sqlplus /nolog
connect / as sysdba
shutdown abort
startup

That should get your database up and running.
