First, Oracle8i on Windows XP is not supported. You may want to consider installing a supported release, such as Oracle 9.2 and above.
Second, you mention installing Oracle but there is no mention of creating a database. Besides installing Oracle software, you also need to create a database before you can connect to it. If you have created a database, check to see that the service has started and that the database is opened. If you have not created a database, the easiest way for a beginner to do this is to use the Database Configuration Assistant (DBCA). This utility can be found under the Start menu on the Windows server where you installed Oracle.
