"No listener" error

After installing Oracle9i on XP Professional, when I try to log on to Oracle as scott/tiger, I am getting the error tns: no listener. I have checked my tnsnames.ora and also started the services.

Check to see that the listener is, in fact, up and that your database has registered with the listener. At the command prompt, type:
lsnrctl status
You should see output similar to this and your instance registered with the listener:
C:>lsnrctl status
