Oracle 22.214.171.124 had a known bug with ORA-4031 errors. Typically, the ORA-4031 error means that you do not have enough free space in your Shared Pool. So one would increase the SHARED_POOL_SIZE parameter and bounce the database. This is the first thing you should try. If that does not fix your problem, then you are running into the known bug with Oracle 126.96.36.199 where the instance did a poor job of memory management in the Shared Pool. The fix is to apply the 188.8.131.52 patchset or upgrade to Oracle 9.2.0.
