Oracle8i is not certified nor supported for the Windows 2003 operating system so I would not recommend migrating an 8i database to this platform. You could, however, migrate and upgrade the database at the same time (depending on the method of migration you choose). Oracle9i release 2 (9.2) and above versions are supported on the Windows 2003 operating system. If you choose to upgrade, I would recommend upgrading to Oracle 10g release 2 rather Oracle9i. It will require basically the same amount of effort and testing so you might as well migrate to a release that will be supported for some time.

Another good document to review is the Oracle Database New Features Guide 10g Release 2 (10.2). The New Features Guide will provide you with a good overview of 10g features which you should try to take advantage of, if possible.
