You can migrate your database directly from release 188.8.131.52 to 184.108.40.206. The Oracle9i Release 2 (9.2) Data Migration Guide contains a table to help you determine the migration path for your database.
You might want to consider migrating to the latest Oracle9i release which is currently 220.127.116.11, rather than 18.104.22.168. The basic steps are to install the Oracle 9.2 base release into a new ORACLE_HOME, patch it to whichever release you prefer and migrate your database from release 22.214.171.124.
