Measuring offload data

This is the situation: We have a large number of MS SQL Server databases in a data warehouse environment. Internal clients (a) query for result sets and (b) select into/DTS/FTP or whatever into their own systems thereby duplicating the data on other systems. The results are: 1. Storage space increase (duplication) and 2. They also use the data but are not charged for the service like the db/system owners. How can we record who, and how much in bytes, offload data from the MS SQL Server databases so that we can charge these "clients"? Are there any simple tools available for this measurement?
I recommend you take a look at Embarcadero's Data Management suite. They have several tools that provide for analysis and statistics as they relate to database management.
