Logging into Oracle utilities when database is down

In a scenario where my database is totally down, I need to do media recovery and I cannot log into any utilities like SQL*Plus, iSQL*Plus or OEM unless the database is running.

I have been using Oracle for a long time. In version 9 onwards, I do not find the good feature of logging into the database as internal. In a scenario where my database is totally down, I need to do media recovery and I cannot log into any utilities like SQL*Plus, iSQL*Plus or OEM unless the database is running. I use Windows 2000, so I can start the service through Windows Service Management. However I need to start up the DB in nomount stage, etc. I am not able to do that through any utilities. Please help me.

You can choose to only start the instance, rather than start both the instance and database on the Windows platform. Starting only the instance would allow you to connect internal and perform the necessary recovery tasks and procedures. After starting just the instance with the oradim utility from the DOS command prompt, set your ORACLE_SID as follows replacing ORCL with your SID:

set ORACLE_SID=ORCL
You should then be able to log into sqlplus as SYS and start the database in nomount mode:
sqlplus /nolog
connect / as sysdba
startup nomount;
