License to use Oracle on an intranet

Can a hospital purchase an institutional license to use Oracle on its intranet?
Anyone can purchase an Oracle license for just its intranet. Typically, this means a named user license since you can explicitly name all of your users. However, once you get above a certain number of named users, the per-processor licensing is cheaper. You'll have to work with your Oracle Sales representative to figure out which is the cheapest for your organization's needs.
