Install Oracle developer on Windows 2000

I want to use Oracle 8 with developer 2000. Can you please tell me the steps I need to take to install Oracle developer on Windows 2000?
I think you will need to install the dev2k products first in the default ORACLE_HOME (it won't let you choose). Then, you should be able to install the database software into a new ORACLE_HOME on the same host. I question your choices since both of these products have been desupported for quite a while and the newer versions provide significant advantages (and the installations are simpler).
