How can I upgrade Standard to Enterprise Edition of Oracle 8.1.6?
If you are staying on Oracle 8.1.6, then you'll just need to install Oracle EE in the same ORACLE_HOME as Oracle SE. For good measure, I'd rerun CATALOG and CATPROC as SYS after I fire up the database.

If you are going to go to a different version, then install Oracle EE in a new ORACLE_HOME. Then follow the upgrade procedures outlined in the Oracle Migration Guide for your new version.
