How does the data dictionary on the SGA get updated?

How does the data dictionary get updated on the SGA once the instance is shut down? I can understand the fact that the data buffer cache goes through checkpoints updating datafiles; however, as far as I have seen, the data dictionary on the shared pool does not have a process to update its content to the file on disk.

Data dictionary information is stored in both the dictionary cache and in the shared pool. I don't know for certain, but I'd imagine that keeping these areas in synch with the data dictionary tables on disk is a completely internal operation not exposed to users.
