Help autoquerying a form

I have invoked a zoom in the custom library using fnd_function.execute. However, I can not get it to auto query the form after navigation to the form. I am passing the customer number to the block field RCU_CUSTOMER_NUMBER, which is the required info for the query. The following is my code from the event procedure of custom.pll. if (event_name = 'ZOOM') then if (form_name = 'ARXCWMAI' and block_name = 'CQIT_PS') then param_to_pass1 := name_in('CQIT_PS.RAC_CUSTOMER_NUMBER'; fnd_function.execute(FUNCTION_NAME=>'AR_ARXCWMAI_ECC', OPEN_FLAG=>'Y', SESSION_FLAG=>'N', OTHER_PARAMS=>'RCU_CUSTOMER_NUMBER"'||param_to_pass1||'"'); end if; else null; end if;
There are a couple of possibilities here. 1. Create a new custom.pll event 'WHEN-NEW-FORM-INSTANCE' by adding execute_query.
2. Are you executing the query after the value is passed? (i.e. when_new_block_instance -- set_block_property ('XX', default_where,'where customer_number = RCU_CUSTOMER_NUMBER'); execute_query;)
