Getting ORA-12528 error from time to time

I can connect to the database but I am getting this error: "Failed to connect to database instance: ORA-12528: TNS:listener: all appropriate instances are blocking new connections (DBD ERROR: OCIServerAttach)."

I restarted the Oracle database and the problem resolved for some time but the same error pops up again after a while: "Failed to connect to database instance: ORA-12528: TNS:listener: all appropriate instances are blocking new connections (DBD ERROR: OCIServerAttach)." I can connect to the database and other operations are normal but the error is bothering me. Looking towards your advice as I am new to Oracle.
The above error should only be visible immediately after instance startup. While the instance is starting, the Listener knows that the instance is up and running, however the instance is not yet at a state where it is ready to accept new connections. Shortly after this point, the instance should accept new connections. During this time, any users attempting to connect to the instance will receive the ORA-12528 error.
