Functions versus inline queries for performance

We are using queries for selecting from a large database. Using functions in these queries, rather than using inline queries, is reducing the time but increasing the cost. But our main aim is to gain high performance from these queries. Can you please suggest what should be done in this case.
Well, would you rather tell your users that their queries are going to take longer because you want the optimizer to show a lower cost for them, or just ignore the cost values and keep your users happy? I know which one I'd choose!
