How to export an Oracle 9i database to Oracle 8i?
The problem when going from a higher level to a lower level is that you must use the lower level's export utility to create your dump file.

Sign on to your Oracle 8i database server. Create a TNS alias pointing to your Oracle 9i database (even if it is on the same physical server). Then use Oracle 8i's export utility to generate your dump file. You will connect to the 9i database with the TNS alias similar to the following:

exp userid=system/manager@tns_alias file=exp.dmp ...
Once you have created the dump file, you should be able to import into the 8i database without any problems.
