Error with tnsping

My database is up and running fine, and tnsping works fine, but I get the error "ORA-01034: ORACLE not available" from client (8.1.6) and server (8.1.6).

All the tnsping utility is really telling you is that the listener on that database is configured for your TNS alias. It does not actually give you an indication that the database is up and running. If you then attempt to connect to the database and receive the ORA-1034 error, then one of two culprits could be the problem. Either your database is not running or the config information for the listener is pointing to the wrong ORACLE_HOME directory for that instance.
