Are you able to connect to this Oracle database from any other client workstation? If so, what release of the client software has been installed on the other machine? Are you certain that the username/password you are supplying is valid? I tend to think that this is not the problem otherwise you would be getting a different error back from the database server.
Confirm that the listener is running on the database server. If the listener is running, replace the host name in your tnsnames.ora file with the IP address of the database server and attempt the connection again.
One more possibility is that the value specified for CONNECT_TIMEOUT_<listener_name> in the listener.ora is incorrect.
Finally, it is possible that a firewall is preventing you from connecting to the database server.
