Error 12560 when running exp

I have installed Oracle 9.i on Windows Advanced Server 2000, and I wrote an application (I am using UTF-8 for farsi language). It works, but when I run "exp" for exporting, after I give username and password, I get the 12560 error (tns error).
Your error shouldn't have anything to do with the languages or character set in use since the error is a protocol adapter error. If you set your ORACLE_HOME, ORACLE_SID, and LOCAL environment variables properly, I've not usually had problems using exp on the server. You may also toggle the SQLNET.AUTHENTICATION_SERVICES parameter. If it is set, comment it out and if it is not set, set it to (NTS) and see if that changes your errors at all.
