*Cause: An attempt was made to log on while Oracle is being started up or shutdown. *Action: Wait a few minutes. Then retry the operation.
I'm not sure why you would see this during an installation unless you're seeing it in the database creation assistant at the end of the installation. Even then, you shouldn't be getting this error during a database creation, but it would be possible that the DBCA has somehow begun creation and encountered an error that left things in an unusual state. If this is a new installation, I'd remove all the Oracle software from the system, remove all the Oracle services, reboot the box, and start over from scratch. To remove Oracle from Windows, I'd recommend following Metalink Note 208256.1: WIN: "How to remove a single ORACLE_HOME and its traces on Microsoft Windows platforms."
