EXECUTE IMMEDIATE with SELECT statements

I want to execute SQL strings that are stored in a table and starts with a 'select'. Some papers say that EXECUTE IMMEDIATE cannot be used with select. This will be a stored procedure and will be called by Java. At the run time I will have to add some string to this SQL string, and then I will have to run it. How can I manage this?
I'm not sure why you cannot use EXECUTE IMMEDIATE with SELECT statements. It is possible. Rather than reinventing the wheel...so to speak, I'd like to refer you to the following, which shows examples on doing what you ask.
