Directly insert data into a database

I'm continuously receiving data in text format at UDP port i.e. (4020). How can I get that data, or listen to the data, in UDP port in Oracle? And also, how can I directly insert that data in my database?
I would suggest using Java or some other language (C, C++) to listen on the port and then stream the data into Oracle. As far as capturing the data and placing it in Oracle, use Java or some other language.
