Database Configuration Assistant not working

When I click on Database Configuration Assistant nothing happens. I don't get a connection, there's no response. What could be the problem and how can I solve it?

I want to create a database with DBCA on Oracle9i with Windows XP Client. I follow the standard procedure of connection, but when I click on Database Configuration Assistant nothing happens. I don't get a connection, there's no response. What could be the problem and how can I solve it?
When you start the DBCA, you should see a "welcome" screen and then it should ask you various questions about how you want it to create your database. It sounds like the DBCA cannot start in this case. Check the DBCA logs which should be located in your $ORACLE_HOME in a subdirectory called assistants/dbca.
