DTS does not run on schedule

I am using SQL DTS Import to import data from a remote Oracle database. Once again, when I click the DTS manually it runs, but the schedule does not. I read a previous answer you posted on this issue about the environment variables, but I am unsure on what values I should enter in my case. Below please find a copy of my tnsnames.ora:
 
 DIPS =
   (DESCRIPTION =
     (ADDRESS_LIST =
       (ADDRESS = (PROTOCOL = TCP)(HOST = 192.168.71.229)(PORT =
 1521))
     )
     (CONNECT_DATA =
       (SERVICE_NAME = DIPS)
     )
   )
 
Any ideas on what I should do?
I'm assuming that you schedule your DTS package to run as a job in SQL Server, correct? If so, find the job in Enterprise Manager and ensure that it is Enabled and Scheduled. If not enabled, right click on the job and choose Enable Job. If not scheduled, right click on the job and choose Properties then select the Schedules tab. Create a schedule for the job. If both of those are set, then right click on the job and choose Job History. Check the Show Step Details box and you should be able to see which steps, if any, were run.
