DBA cannot connect to database

I am running 9i on HP-UX 11. My DBA user can connect to my database both by SQL*Plus user/password and SQL*Plus user/pass@tns_key. If I try and connect from root with SQL*Plus user/pass@tns_key, it works. If I try and connect locally with SQL*Plus user/pass it fails with ORA-12546: TNS:permission denied.
The first place to look is that the permissions on your Oracle executable are correct. Make sure the permissions of Oracle executables are:

-rwsr-sr-x 1 oracle dba 53431665 Aug 10 11:07 oracle

If that doesn't solve your problem, then have a look at your client's sqlnet.log file to find out which resource the client lacks permissions on.
