DB exception with two errors

I am getting a DB exception with two errors together: "ORA-00604: error occurred at recursive SQL level 2" and "ORA-01000: maximum open cursors exceeded." Does this mean that the error in recursive SQL at level 2 is "maximum open cursors exceeded" or does it mean that one of my queries has caused "maximum open cursors exceeded" and it got detected when the recursive SQL at level 2 was executed?

If you increase the max number of opened cursors, both errors will go away. To increase the max number of opened cursors run the alter system command:
alter system set open_cursors=400 scope=memory
where scope can be equalled to the following values:
  • memory: the init parameter changes for the current session only
  • spfile: the init parameter will change when the system is shut down and started again
  • both: the init parameter changes occur in both memory and spfile.
