Creating new service for Oracle on Windows

I have installed an Oracle8i server on my Win2000 machine and created a service with the default database. Now I want to add a new service for another database. But while adding the new service using .NET configuration it's giving me an error message: "Initialization or ShutDown in progress."
The easiest way to create a new service for Oracle on Windows is to use the Database Configuration Assistant (DBCA). This GUI tool can create the database for you. On Windows platforms, it also creates the necessary services. Try using the DBCA to create the database and service for you in one easy operation.
