Creating a table synonym

I'm not able to create a synonym for a table EMP from TST to PTST. It's giving me an error that says I have insufficient privileges, but I am using a DBA User ID.
To create a synonym in another user's schema, you must have the CREATE ANY SYNONYM system privilege. So the first thing to check is that the account you are signed in to has this system privilege. Without it, you will receive the ORA-01031, "insufficient privileges" error. If you are signed on with a user who has been granted the DBA role, then ensure that the CREATE ANY SYNONYM system privilege has not been revoked from that role.
