Convert old legacy Ingress Application to Oracle

I am an Oracle newbie. I'm attempting to convert my old legacy Ingress Application to Oracle. I have a lot of embedded C reports in an old application. I want to use those reports in my Oracle application. I have tried to call these reports by "user_exit" by making the C program a PL/SQL procedure but could not succeed. I am now trying to call them using Java. Can you tell me which the best approach is? How can I call a Java class from inside the Oracle9i forms?
Java (implemented as a Web service can be easily called from Oracle forms by creating a "stub". Here is the Oracle Web page with complete instructions.
