Command to see which users logged on

What's the SQL command to see all users who have logged onto the database?
If you want to see who is currently connected, you might want to issue a command similar to the following:

SELECT sid,username,program FROM v$session;

If you need to see all users who have ever signed on to the database, then you will have to implement database auditing to capture this information.
