First, issue the ALTER INDEX ... MONITORING USAGE command for the index of interest. You can then query V$OBJECT_USAGE; the USED column will show whether the object has been used since the ALTER INDEX was issued. To end monitoring, issue ALTER INDEX ... NOMONITORING USAGE. The information in V$OBJECT_USAGE will remain until it is reset by a subsequent ALTER INDEX ... MONITORING USAGE command.
