Changing an Access function to work in Oracle

How would I go about changing the First function MS Access into Oracle?

 
 SELECT Field1, Field2, Field3, First(Field4) as
 Result1 
 FROM  Table1 
 GROUP BY Field1, Field2, Field3
 ORDER BY Field1, First(Field4)

The FIRST function in MS Access will return either the first XX number of rows, or the first XX% of rows. You can perform the same in Oracle using the RANK and CUME_DIST functions respectively.
